Sure, so many of these OPEC claims are fairy dust. The Saudis have claimed for years that they have 12.5M capacity but those numbers are just speculation. They have never produced at those levels for any sustained periods.

In a quota system you overestimate your production capabilities and moan about taking less when in fact you are producing pretty close to capacity.

There has never been any independent 3rd party estimate of Saudi reserves or maximum production capacity and there never will be. The true number is like a nuclear facitility. Nobody will ever be allowed near it.
