The Company's downstream operations include upgrading and refining operations in Canada and the United States, and commercial fuel operations across Canada.

CVE filed a mixed-shelf prospectus

So they buy back shares, reduce debt, and now they want to raise funds? And this after the cc where they re-iterated plans to reduce debt and return cash to shareholders via buybacks. Ztransforms looks like you were right... they may very well be planning to buy PSX's stake in those refineries.
