Brexit vote is only a referendum vote. Norman Levine put it well on BNN. The Brexit vote is only a referendum, much like Quebecs. It's a poll of what people want. It doesn't mean they are leaving the EU. It would have to go further with political voting to actually have the UK leave. Just gives them support from the people.
