Your research (happy you have the inclination to do and then share it) certainly supports the thesis that the UK NHS was asleep at the wheel but whose fault is that - don't ask a bureaucrat.
As an aside, I am not stirring up the legitimacy of government controls but if the NHS and where I live the LCBO/Liquor Control Board of Ontario for example, were run by private enterprise there would be significantly better run and at significantl lower cost.
