And after 23 years in business PLI still pays no dividend and has negative eps. The stock market is hard to understand sometimes.

Sure is, that's for sure, Just look at CXR, However, shorting this stock is like throwing your money away, There will be panic short covering at no distant future, just wait, last laugh is the sweetest laugh.
