Acqiuisition in the public market

On inside trades I see were Bachman Douglas Charles bought 120'000 shares on August 13/2013 and filed them on August 21/ 2013. . Looking back on past trading info it shows that the price of Enterprise Group was trading at 72 cents. This transaction was suppose to have taking place in the public markets. I'm I missing something here.
