Only one's ability to use some deductive reasoning. If there is an unmet medical need for a population of people that slip into severe septosemia and they do not respond to traditional standard of care and have a 62% chance of dieing, resulting in 90,000 deaths every year. What would you call a new therapy that can diagnosis and treat and save 30 to 40,0000 of those lives ? I would call that a breakthrough treatment IMHO.
