Volume sucks but shares are stirring

Looking at the dismal trades on TSX, it gives the impression of trying to ever so gradually inch up..  However, there is a bit more life on OTC Pink.. 

On the other hand, it all may just be my imagination.. :)

Although volume is non-existent I found the movement to be contrary to what is expected.  Given we are in option and PSU granting season the share price had lingered between $0.30 and $0.31 per share.  The annual magical (or manipulated?) share price range prior to options and PSU's granted at or near the trading price.  Seen this show before - rinse and repeat annually. I

I hear Spectral and thier council have decided that Options and PSUs are not material. AKA none of your business, ignore the man behind the curtain..
