Value Engineering
Riverrock, I would concur with Spartex (at Ihub) on the definition of value engineering with the addition of the following:
Value engineering for a mine implies that they are attempting to streamline a process to better tailor the output gradation/purity/mesh size requirements for a particular large offtake partner.
Instead of sitting and waiting, ENZR opted to begin the value engineering process to the extent that they can. Once they reach that extent, they will have to stop and wait until they finalize an agreement with someone. Regardless, having done the preliminaries, it should reduce schedule to mine construction once a partner is confirmed.
Management must feel that they have a couple of options and are getting close or they probably would not have taken this step. Even so, the preliminaries will be out of the way. Nothing to lose; they may as well have done it.
