have decided - There was debate, a decision implies taking into account various factors and opinions, a 'decision' is not just enforcing the law or following a policy otherwise it would 'we have no choice but to...' or we have to stop ELD from doing illegal acts
resort to arbitration - means the best soft option, not being a dictator, not imposing strength or a barrier. If they wanted ELD out, it would have been done long ago.
stop the tug of war - this is not like saying or ensuring ELD follows our laws, no, its almost childish in mood, stop the games they say, you win,we win,you win,we win - they want that to stop.
going on for many years - this shows the exasperation with a hint of desperation that this has gone on too long, the IMF like this part
have things cleared up - yessss, we won, they dont say kick out ELD or make sure they obey the law, its 'clearing up time' meaning there is room to establish interpretations that work for everyone, an implied win win
