That being said Nova Scotia Power makes up 15% of EMA's revenue and it is entirely possible that EMA will make their guidance even under the new constraints.

How many really believe that Provincial Governments can risk driving their utilities producers out of business when we don't have enough electrical power to start with. If the price caps happen they will be short lived, and the provincial governments are going to have to cough up the shortfalls.
