The answer to your question is that the numbers have not been updated from Friday so far.
I expect we will see revised institutional holding numbers shortly but if the numbers don't change much, then we can assume one of three things
1) The Buyer is a non-institition...think Li Ka Shing from China who bought up a significant chunk of IPL last year before making a bid for IPL....this is the same guy who just agreed to allow Cenovus to take over Husky whereby Li owns 26% of Cenovus now.....maybe he has decided to fish in a bigger pond
2) The massive crosses are just a summary of Dark Pool trading for the day announced as one single trade at the end of the day at one single price....this is what the IR people at ENB are saying but I find it hard to believe due to the sheer volume of over 450mm shares taking place at 3:59:59 every day since July 1
3) We don't know wft is going on

The menu on the left hand side of the page provides pretty much everything you need including live pre-market and after market trades on the NYSE (not the TSX).
The concensus target price for the site is made up of 9 analysts (8 of the 9 are American - the only Cdn analyst is from National Bank) so it differs a bit from the TD consensus target for example.
