You bet it does, and what companies are lobbying Michigan's governor....I dont know, but i do know that to suggest that shutting line 5 will reduce GHGs is wrong. That oil has to get to Sarnia and the US north east somehow. What are the benefits to a line 5 shut down.....US shale producers and US pipeline interests. The GHG impact of oil transport is lowest for pipelines. Dont for a minute think that Michigan's position (or the cut out from ED that you posted) is about anything but the money.
I dont want to sound all Alberta Conspiracy theory here, but who is paying environmental defense bills. For them to suggest the oil from the US pipelines can cross the great lakes more safely than Enbridge's doesnt sound like a purely environmental arguement. Instead of being anti business, they should be getting the Enbridge customers to quit using gas and oil, then there wont be a line 5.
