See the "quote" button next to "reply"?
Press it. The response dialogue will show the quoted material. You can delete sections of it if you like, as long as you don't delete the initial and final "[/quote]" markers.
In my view, at least, you should put your reply to the quote ABOVE the quoted bit. That way, we see what you have to say in the comment preview list and also can figure out who you are responding to.by reading the quote below your response.
