Oil and pipelines are NOT a priority for the current fed gov. They may say it is but they got nothing to show for it. Have no idea why they bought TMP from Kinder Morgan.

The answer to your second question is that the larger environmental review has a process associated with it....hearing etc and can easily take 2-4 years longer than the shorter paper based review.  This will place a cloud over ENB until this review is finished....that said..the end result is that the tunnel will be built...ENB will have to keep a close eye on the existing pipe on the lakebed to make sure there is no leak or sabatoge.
