Typical Government project  3X over budget  say what you will about Trudeau  but this will help Alberta for decades as it squeezes the WCS differential  nice to get something back for a change  4 million barrels to pre-fill hopefully in March

It's time for BC and Rest of Canada export quotas @140bbl to help the commies wean themselves off fossil fuels no better way to win more profits.   TMX is DOA will have to offer steep discount of dirtly AB crude that few refineries can handle outside a few American one,  plus Asia now gets all the crude they want from RU....15 years too late. $3B is now $20B interest costs
