If this were the true sentiment of the country, there would be laws prohibiting mining. Instead, licences are issued, for both exploration and exploitation, millions of foreign investment dollars are spent in Romania with the belief that mining projects are indeed supported and completed. Inference that these same projects would be ultimately denied opens the door to potential arbitration at the international court level, and I dont think anyone wants any more of that.
