Approval process for Colnic: 13 steps, about 3 yearsUntil the start of production, Euro Sun Mining has to work 13 steps in the approval process. I have posted this before.
  1. General Urbanization Plan (“PUG”): land use approval for new categories on a local and regional area basis (includes public meetings for feedback and approval).
     
  2. Zonal Urbanization Plan (“PUZ”): land use approval for industrial zones including detailed development plans (includes public meetings for feedback and approval).
     
  3. Environmental procedure requirements through local environmental protection agency
     
  4. Approval by the local County Council.
     
  5. Environmental License.
     
  6. Environmental and Social Impact Assessment approval (“ESIA”)
     
  7. Closure and Remediation plan
     
  8. Technical Authorization Committee (“TAC”) approval. The TAC is comprised of experts and interested parties from recognized institutions.
     
  9. Public hearings for feedback.
     
  10. TAC and company review of public feedback (as per the Equator Principles).
     
  11. Approval from the Regional Environmental Agency.
     
  12. Contruction Permit issuance, allows construction to begin.
     
  13. Operational License.
 
At least 2 years plus 1 romanian year (post-communist bureaucracy with apparatchiks.
