Re-Opening Permits

Can someone explain what this means..."Excellon continues to ramp the La Platosa Mine back up to full production. The Company aims to resume full production when ordinary course re-opening permits are received."?  Were the permits rescinded because of the blockade?   Can anyone suggest a time line for the permits?  Do they need more than one permit?  Are they currently working at less than full production?

Appears SP is on hold until they get these permits.  I suspect we will be back over 0.70 very quickly when they do.
