Having the MOC order system makes sense for active stocks and larger orders but for stocks like FCU it shouldn't be allowed. It is to easy for a relatively small amount of money to influence the closing price. Why do we see small MOC buy orders on FCU almost daily? Why can't they get the order filled during the day? Because they want to close the price as high as possible to make it look stronger than it really is. The closing price is the most important price of a trading day for various reasons. If the rules were changed to have a minimum dollar value before you can enter a buy/sell MOC order that would likely limit the participation/manipulation.
