On Nov. 16 Bloomberg found an anonymous source that claimed the company was considering an IPO for the airport.

Seems reasonably clear to me that Bloomberg is spreading a rumour for possibly nefarious purposes. Probably some holder who wants out started this rumour in hopes of boosting the share price or creating volume in an otherwise moribund stock.

 

An IPO does not mean FIH is selling any of its own stock. Primary issue is important for development projects. They have discussed an IPO for sometime.
