You could ask investor relations for an explanation.
As always due your own due diligence.
I'll take a crack at it though with simple logic and math.
Here is my take on it:
If one is no longer an "insider", are their shares part of the insider percentage count or is that portion removed from the count ?
15% subtract ~9.9% = around 5%
Sprinkle in some dilution
Ta da ... around 3.5%
Are chances of getting a deal done better without a company as an insider that may be majority owned / controlled by a Chinese entity ?
