I think safe to say as far as road construction goes its very much a progressive approach, typically up north you clear and grub then build with a coarse base which coud be 6" blast rock and topped later with layers of finer material to the point that your ready for 3/4" road crush, which will be the final surface. My guess is because to the location of the road camp only some 20 km off
