NO shares traded since Feb 5....

NO shares traded since Feb 5....Today is Tues Feb 10.  The SP offering by Hanwei @ .10 per share for existing shareholders seems to have gone awray.  The last trade was at 9 1/2 cents.  No one seems to want to pay anymore than that.  RBC has all but vanished.  They were buying large amounts of the stock at prices well above .10 cents a share just a month ago.  Somehow it seemed as if they were propping the SP up?? But not anymore.  Why??
