Superior's mayor is predicting a year or longer for the refinery to be back to normal.  This may be political in nature, as the water and electrical utility providers are currently applying for a rate increase to adjust for a lack of anticipated consumption from their largest consumer - the refinery.  See:  www.wpr.org/5-lessons-loss-and-resilience-after-superior-refinery-fire
