RE:West White Rose Suspension the WRR suspension is a no brainer. I believe hse did the right thing. It's more for health and safety reason than for cutting capex sake. Yes, balance sheet is important but husky can't afford another bad luck like having a covid19 spreading on construction site. Husky is working very hard to earn back the trust of investor in health and safety record.  If only 1 site worker get infected and sent home, construction likely get halted anyway and management gets blame for risking health and safety again. Even if oil get back to 50+ one day, hse health & safety record get marred forever more.  Workers need to interact.   No one feel safe working around other workers.  The safe distance is 6 feet minimum, there is no point having worker on site to follow this safety margin.
