Actually, if you read the summary of the AGM or were at it, you'd know that the cash in hand plus the line of credit for developing the GSA are about $150 million more than the projected remaining cost of the project. Additionally, the company has close to $500,000/day in free cash flow coming in (more when they remediate Athena properly)
That said, I'd prefer a dividend over a share buyback as they tend to have a more positive effect on SP (see Mart - mmt.v for an example)
