If your comment about Finanacing needing to be completed within 90 is correct, then we see financing news, and the $12million, NEXT week sometime to meet the 90 day window.
But forgive me...was the contract actually signed in Nov and not just a couple weeks ago?

this decree And the financing too should be done before the contract "start date" which by definition in the concession contract means a max of 90 days after the signature date which is Nov 30. it is in the definitions in the first pages of the concession contract
