You seem interpret that the 'backstop' kicks in after the Date Dbut, which has passed...therefore the backstop clause has met that requirement...(90 days past signing).
Is there a requirement stipulating that financing must be complete by the Date Dbut...in order for the backstop to be valid?

So for valid backtop:
- must be beyond 90 days of contract signing -- CHECK
- financing must be in place prior to 90 days past signing -- (is this stipulated ??)

Date Dbut almost sounds like the 'Debut Date' or commencement date of the work.
And since we have not been informed of success, we have to assume its not successfull (end of month for sure)...in which case Date Dbut is the date we longs take it in D-Butt. <-----

but,  article 1.1 it defines the "Date Dbut" as being 90 days after the signature of the contract (thus 90days following the 30th of november 2015 ei. ±March 6). Article 2.2 is says the contract is for 12 years from the "date de dbut" under the condition that the authority (Le Ministre du Plan et Suivi de la Rcolution de la Modernit de la Rpublique Dmocratique du Congo) respects all obligations such but not limited as the "fillet de scurit-article 6.1" or "Decret spacial article 6.2". 

The "dcret spacial" is defined as interminiterial rule for all the stakeholding ministries of the data base to pay for these paiements.

The question remain (as previously asked by U/Investforever in feb) is the hold up... anyone able to find details on the Dcret Spatial in RDC, between the Ministre du plan et suivi de la rvolution de la modernit and other stakeholding ministries? 

This one is for Boss: There is a provision of cancellation but only after the "Date de Dbut" thus not now but when the work is started and financed.
-If its non political reasons: nothing
-If polical: 100% of the total of contract +10% 
-Other: 75% of the total contract +10%
