Giving money to citizens. What a novel idea. You obviously didn't think of it. During the 1930's depression the problem was people had no work and thus no money. Lots to buy, no inflation, just no money. Eveyone spending that grand will give the economy a good kick start. Better to give 350 billion to people rather than bail out Banks and the ****ers on Wall Street for a change. After all it is the people's money and we already know what the bankers will do with it.
