I think $25 pre Heartland won't happen. However this is how things could play out.
1. Brookfield continues with $16.50 unless IPL opens the books.
2. IPL refuses to open the books and the 105 day clock continues to tick.
3. Realizing $16.50 is going nowhere, Brookfield sweatens the offer to $18.50. (their plan all along)
4. In response, the market increases SP to $20.00.
5. IPL continues to reject Brookfield offer and refuses to open the books.
6. 105 day clock runs out. Offer expires caused by terminal shareholder boardom.
7. SP pulls back a bit but now moves in tandem with Heartland go live.
There are a few wild cards that could alter this.
1. Remainder of the storage division is sold for an attractive price.
2. A partner for Heartland is found (1/4 to 1/2 interest)
3. Heartland bookings of 2/3 or better is announced.
4. Improved Alberta oil patch conditions boost cash flow from IPL traditional business
5. Dividend is increase in response to #1, #2 or #4
6. A superior bid higher than $24 is received because of dramtically improved oil patch conditions.
