Volume at the close was 590,000 at 20.31. Other than odd-lots, there must have big-block orders in the MOC when 25% of the day's volume trades at MOC, and at close to the high for the day.
Consider there are often iceberg orders, with only a few shares visible so as to less affect the price. On some stocks, no matter what was shown on the bid, and on level II, I could always sell large numbers instantly. But you have to know trading patterns for the stock. IPL probably has large iceberg orders because of the accumulation by BIPC or perhaps some other bidder because IPL is in play.
Also, at any time, and dependent on volume patterns during the day, placing large block sells may be inadvisable as it can affect the price instantly, as I found out a long time ago.
Break it into smaller quantities; it only costs a few bucks extra.
