Where did you get that notion that IPL/PPL 'has no more experience running a plastics plant'? Must be a rectal pluck because if you evem bothered to know what you actually own or did 10 minutes of research you would know that IPL bought the expertise when it acquired Williams Cos Canadian business where Heartland was already proposed in 2016. So for clarity that you seek we can start with IPL certainly being able to not only build the plant but to operate it too. Sheesh
