RE: Postponed discussionSo the committee that was to issue a pass/fail recommendation to the full parliament postponed discussion. That could mean several different things;
1. The Chair of the committee (presumably a ruling party member and friendly to the leadership) has counted heads and does not have the votes to pass out favorably. He postponed until he does (arm twisting then occurs in the form of reciprocal favors, flat out bribes, or by threats to pet projects, etc, until enough votes are assured).
2. The chair is acting independently of the government and is ambivalent or under pressure to defeat the agreement so he has postponed until...until...until.....something gives one way or the other or circumstances resolve the issue (time runs out, Spring session ends)..a lack of leadership by the Government and its allies in the Pareliament is the culprit in this scenario.
3. Good faith attempts to make sure everyone understands all the angles to the agreement has caused a postponement until all committee members feel "good" about the agreement or have postured sufficiently for their constituents back home.
The postponement could be a bad sign...that is how I'm taking it. I sold a biggest chunk just before the recent down days...kept under a thousand shares just for the heck of it but expect it more likely the agreement to fail than to go forward. THe Mongolian MP's don't have a realistic grasp of capitalism.
