Acquisition target?

Isn't this priced for a takeover?  Been reading up on the work from home wokey cokey CEO.  At what point does this become too cheap for one of the big 5 to scoop this up??

No one will ever take this over, its the worst run Bank in Canada and has been for a long time......Bottom of the barrel.
