RE: Anbody buying or selling....?In regards to China and the need to improve their quality of steel.   China is stepping out of third world productions methods.  It has not been instant but has been a continuous drive forward with there responding to most urgent needs and priorities.  The inclusion of higher vanadium content I believe will be as all they can with available resources.  They are building for the future and they want it to last.
Also the future for pipe lines and airplanes are under some negative pressure from their extreme bright forward looking demand curve but that demand is still there both in aging replacement and new product.
For example gas and oil pipe lines from Russia, aging pipelines in North America, China's plans to upgrade and or build 60 new airports and trillians to be spent world wide on infastructure.
