a) If management is confident that we will not need to do any further equity financing in the near term then a blip or drop in share price is irrelevant. They can go about their business and get the mine producing and this is an opportunity for people in the know to take advantage.
b) If management does need to raise funds then they can't exactly come out and say that there is no reason for the currently very low share price since there is.
A news release in either situation would be a bad idea. If they're confident but wrong, that would have some serious ramifications on liability. If they're confident and right to be, then short term price doesn't matter. And if they do think they need funds, announcing anything before that would also put them in hot water.
I think we're at a point 'c' right now, where there is a possibility it's needed but they're putting all hands on getting the plant operating smoothly and are pretty close to there. The move to quarterly reports in the most recent news release could likewise be seen as an expectation that we will be cash-flow positive by the time the next report comes out or as a way of not dropping the share price in advance of another placement. It looks like somebody has bet on the latter or is manipulating the price hoping to drive the sort of panic/emotion that we're seeing here to bring the price down even further and essentially steal the shares.
