The analyst is Tim James at TD. He has followed the company for many yers and is an excellent analyst. He actually rised his target from $9.50 to 10.50.

The stock has had a good run recently and was close to his new target. Hence the downgrade from buy to hold. It is not unusual to have the stock fall after a downgrade particularily when the target and price are close.
