Once the budget passes hopefully they can get $200m to build Candiac 2.  No dilution to share holders.  Never in history have western governments banded together for the same cause, other than efforts in WW2.

Invrs: a point worth mentioning is that it takes an unbelievable amount of work and time to develop vitually anything in Canada, given government red tape and indigenous shakedowns.
