I just went back and reviewed this RT presentation once again.  If you watch from about 18:20 on, I think you'll agree that it's not a leap to conclude that more than one partner is working with NAK/NDM; that there has been a disconnect between NAK/NDM and potential partner(s) view of "what should we be building"; that Tom Collier has been "extremely successful in that" (finding consensus on plan size/design); and that the hangup with making the partnership/consortium official relates to an inability to come to a consensus on what mine plan to take into permitting.

Given RT's confidence in stating that permit app's will be submitted prior to year end, and the belief that this will be a consortium going forward, leads me to speculate that common ground has been found with a least one partner on a mine plan.  I say that as I don't believe, although stand to be corrected, that NDM/NAK would move forward with permitting alone.  

It also leads me to believe that if common ground can't be found with the remaining prospective partner(s) in short order, NDM/NAK will announce a partnership (or) consortium without the company/companies who remain in disagreement with the permitting plan.  Obviously, the submission of permitting application docs would follow this partnership announcement.

If I'm right, this as an incredible position of strength in negotiations.  I look forward to seeing if my tea leaf reading is accurate in the days ahead.
