Until a Feasibility Study releases demonstrated proven/probable "ore" reserves based from some mine plan, the rest is conversation.

The USACE, EPA, SCOTUS, Alaska and stakeholder proceedings and discussions do not make a resource economic to develop.  Even IF there were no regulatory impedances, the facts of economics and perpetual liability remain.

Underground mining is the only hope as developed by a real mining company.

Step a little back, and try to develop some self reflection. Posting on a board in such density creates the suspicion of pahological phenomen.
