Germany issues wind tenders
Step in rights exist. The idea is to have a cluster of windfarms to effect efficiencies and cost savings. The background:
RWE and Northland Power to jointly develop 1.3 GW offshore wind cluster off the German coast
The tendering process has begun, due August 1st.
