why are s'h's sitting back and not raising hell?

This is a problem company that appears to be underwhelming in every respect - the share price has dropped 25%  since last summer and requires some explanation - 283 institutions hold 43% of the stock -- insiders hold <1% --- hmm !!  why?  

The biggest institional holder is Vanguard  with about 4 million shares -- so why are they not raising hell? Where is an activist S/H demanding management change? 

The ludicrous comment by Batwall -- 'maybe sell' indicate he is probaly a moronic GOP type who
resort to -- "if you don't like the country leave it" --

a better idea - rather trhan running away from the issue - be part of forcing a change in management. 

NPI should by now have produced an explanation for the share price drop --- where is their investment realtions Department? 

Change is despartely needed in this company --- at the top level
