Every developer will have problems. Northland had to remove turbine monopiles in one of their New York projects as were engineered badly. Jackhammer the concrete piles and remove. Also some troubles

"This will be BC Hydro’s first call for power in 15 years, and will target larger, utility scale projects". So Northland's utility scale offshore proposal fits the bill.
