My take on this is that after the fiasco with the Vale tailings pond deaths and yesterday's settlement of damages that the government won't give blanket licences to mining companies per se and that safe and good behaviour of these companies going forward are what matters.
I find it really difficult to believe that the Brazilian govt would cut immensely important home grown businesses such as Verde off at the knees point blank.  I owned shares of Largo Resources and they went through challenging times in getting permitted, but in the end established good working relationships with the government on the road to immense success

As Figtrader suggests above, the environment for mine permitting in Brazil reflects the recent disasters and an over abundance of caution going forward. That being said, everything I have seen and understand about the Cerrado Verde Project puts us at the far end of the approval process spectrum.
