Thats just the way it works.

18 months would be a reasonable time to normally get something like this up and running. That doesnt mean they cant do it in say 12 months, but I doubt they can do it in 6. Equipment, manpower, even if they subcontract the mining out the contractor has to gear up and thats after the pit design and planning phase, rfp, awarding etc. Longer if they want to do it themselves. And then there are always surprises along the way. Keep in mind Qs 2 to 3 weeks usually turned out to be 2 to 3 months.
