On a risk /reward scale I would lean toward a net reward. However, I would not expect $12 in a year given the current rate environment. Longer term the proposed JVs will materialize and should be a catalyst as debt will be reduced drastically and management fees will accrue. 

I would make  a distinction between the potential of the company and the potential share price. The distribution will be more attractive in a decreasing rate environment whenever that happens. Until then short term interest rates are attractive as an alternative and will be a drag on the unit price.
