When a well fell to 2000 bbl/d with a high water count, they just simply shaut that well in and drilled another offset where the production is 10,000 bbl/d with no water. To keep to quotas, they shut down whole fields to produce other fields such as Shebah, which overlaps the UAE border, whoever gets the more straws in gets the bigger share of the reserves.
If the Saudi's ever went to the USA's concentration of wells, they could produce well over 100 million barrels a day. At this time, they are just keeping production at a rate where they make more money than the royal family spends.
