Why not

Why notjust starve the illicit market by simply reducing prices/taxes until the illicit market withers away. Fast food industry is brilliant at playing that game as are other industries. At the same time a more robust enforcement would take care of the hangers on. Seems fairly straight forward. IMO Go OGI!
