Consider my parents which are on the verge of retirement, along with the majority of the so called liquid cash in Canada, first of all they are planning to widthdraw from their RRSP's (investments) on a regular basis to supplement their retirement. Second, and more importantly, they will gladly take the GUARANTEED 2-3% as opposed to losses like the last few years.
The Bank of Canada is trying to promote its own interests by trying to get people to invest but if I had any money I'd be willing to bet the majority of the people they are trying to entice are not willing or don't care to play that game. And why would they, if you were in that position what would you really gain by investing????
